For
more than 28 years, Martha Bersch has specialized in the
practice of public finance, local government and administrative
law, with a special emphasis on the representation of municipal
utility districts throughout Texas. Throughout her career,
Martha has assisted in the creation of numerous municipal
utility districts and other special districts and has represented
these clients before various state and local government agencies
including the Texas Commission on Environmental Quality,
the Public Finance Division of the State Attorney General’s
Office, Fort Bend County, Harris County and Montgomery County,
and the cities of Houston, Rosenberg and Sugar Land. In
addition to representing numerous special districts, Martha represents
commercial and residential real estate developers, both in
the formation of special districts and in matters
coming before utility districts.
Prior to joining Schwartz, Page & Harding
in 1988, Martha practiced law with the firm’s predecessor,
Schwartz & Hickey, from 1983 to 1988, and with the law
firm of Fulbright & Jaworski LLP in Houston from 1978 to 1983.
A San Antonio, Texas native, Martha is
licensed to practice in all Texas state courts and the U.S.
District Court for the Southern District of Texas.
