A
long-time resident of the Houston area, Mike Page has assisted
in the creation and development of master planned community
projects for over three decades. His practice focuses on
public finance and local government law, including the representation
of municipal utility districts, road utility districts, river
authorities and other special districts as general counsel
and bond counsel. Prior to the formation of Schwartz, Page & Harding,
Mike was in private practice from 1983 to 1988 and was an
associate attorney and partner at Vinson & Elkins in
Houston from 1971 to 1983.
Mike currently represents, and has since
its inception, all of the municipal utility districts in The Woodlands,
together with other special districts and authorities within
or overlapping The Woodlands, including the San Jacinto River
Authority, The Woodlands Joint Powers Agency, The Woodlands
Road Utility District and The Woodlands Township. In that
capacity, he is substantially involved with the Texas Legislature
regarding the content and passage of laws concerning municipal
powers, incorporation, annexation, extraterritorial jurisdiction,
regional development agreements, regional participation
agreements and strategic partnership agreements. Mike is also involved
with the Finance Division of the State Attorney General’s Office and
the Texas Commission of Environmental Quality regarding the
adoption of rules concerning the financing of water, wastewater
and drainage facilities and services, fire and emergency
services, parks and recreational facilities, road facilities
and similar matters.
A Biloxi, Mississippi native, Mike is licensed
to practice in Texas and Louisiana. He also serves on a number of foundation,
non-profit corporation and public policy boards and committees.
