Peter
Harding has been practicing public finance and local government law for 26
years, representing municipal utility and other special districts as general
counsel and bond counsel. Prior to the formation of Schwartz, Page & Harding in 1988,
Peter was an attorney with the firm’s predecessor, Schwartz & Hickey. He has
represented clients before various state and local government agencies, including
the Texas Commission on Environmental Quality, the Public Finance Division of
the State Attorney General’s Office, Fort Bend County, Brazoria County, Harris
County, Galveston County and Montgomery County, as well as the cities of Galveston,
Houston, Pearland, Richmond, Sugar Land and League City. Along with representing
numerous utility districts, Peter represents commercial and residential real
estate developers, both in the formation of special districts and in matters
coming before districts.
Peter is a native of Redding, California,
and is licensed to practice law in all Texas state courts and the U.S. District
Court for the Northern District of California.
