Jessica Chen
Associate
Jessica Chen focuses her practice on public finance, real estate development, and local government law, serving as general counsel and bond counsel to a range of districts, including municipal utility districts, water control and improvement districts, and other special districts. She also represents landowners and real estate developers on the formation of special districts and provides counsel on matters related to property development within those districts.
Prior to joining Schwartz, Page & Harding, LLP, Jessica was an associate in the Tax group at White & Case LLP. During her time there, Jessica’s practice focused on advising lenders and issuers on the U.S. federal income tax aspects of debt finance transactions and capital market transactions, including high-yield note offerings, convertible note offerings, and equity offerings.
