Chanel J. Holmes

Chanel Holmes focuses her practice on public finance, real estate development, and local government law, serving as general counsel and bond counsel to a range of districts, including municipal utility districts, water control and improvement districts, and other special districts. She also represents landowners and real estate developers on the formation of special districts and provides counsel on matters related to property development within those districts. Prior to joining Schwartz, Page & Harding, LLP, Chanel was an associate in the Capital Markets group at White & Case LLP. During her time there, Chanel’s practice focused on cross-border debt and equity financings, with an emphasis on Rule 144A and Regulation S offerings.
