Spencer Creed practices public finance and local government law, principally representing municipal utility and other special districts, both as general counsel and bond counsel. He also represents commercial and residential real estate developers in the formation of special districts and in matters relating to the development of property within special districts. Prior to joining Schwartz, Page & Harding in 2002, Spencer practiced commercial litigation, creditors’ rights, and bankruptcy law at the Houston office of Bayless & Stokes.

Spencer is a Fort Worth, Texas native, and is licensed to practice in all Texas state courts and the U.S. District Court for the Southern District of Texas.
